The Kingdom of Otipaga is a small archipielago on the outskirts of the Amabo Empire. The King Otipaga is a selfish, condescending, and ruthless ruler. 

His God complex compells him to have 60% of the population under his total control, causing inefficiency and vagrancy. His group of royal advisors are brainwashed in the Oilotipac, where they spend their days drooling and staring at each other, while their ruler formulates evil royal decrees they do not have the brainpower to oppose. 

The King's latest scheme is to rob his citizens of all their spending money, to close down all small shops, restaurants, and institutions, and to deprive the poor children of a proper education. All these evil efforts are for the remodelling of his palace and for his daily baths in cash. He calls this royal decree the AVI. He is brainwashing his advisors and his followers with colorful, misleading public service announcements which state the AVI will raise the standard of living for every single citizen. Unfortunately, these are all lies. Soon, the Kingdom of Otipaga will lay in ruins, plagued with famine, disease, and crime.
