Is it bad to lie?

Is it always bad to lie. Its such a confusing idea. Our parents tell us our entire life it is bad to lie yet they do it all the time I mean, for years they told us Santa Claus exists yet he really does not. All my life I have been troubled with this idea. Its weired how rules always have exceptions like if it is bad to lie why not avoid all lies. But what if you are making a suprise party for a friend, is it fine to lie then? I mean why cant these rules in life be strait. If anybody ever meets God can you please ask him about my situation because I really want to get rid of this dilema!!!
